This may well be the reason for Emacs hanging.  Next time Emacs hangs,
can you look in the Task manager or some equivalent program for such a
stray Bash which is a sub-process of Emacs, and if you find one, kill
it forcibly from the Task manager, and see if Emacs then becomes
responsive again?
