I have this exact problem with emacs 24.2, i was under the impression it was 
fixed after 21.x version? Any ideas how to solve?

This is strange.  There is no use of setpgrp in the emacs sources that
pass a single argument, only zero or two arguments.

Please give details. What kind of system is this? Can you send the
complete config.log and build log as (compressed) attachments?
