Right you are, thanks for catching this omission.

Fixed in revision 108081 on the emacs-24 branch.

FAQ entry 10.3 is "Where is an Emacs that can handle Semitic
(right-to-left) alphabets?"

It currently states Emacs "does not yet support right-to-left character
entry and display". I think it should instead tell people to use
Emacs 24.
