Subject: bug#11862: [PATCH 7/9] doc/lispref/intro.texi: `optional' -> `&optional';

In particular, the word `rest' as used in the original text is quite
jarring to read, so the more explicit `&rest' is introduced by this
commit. For completeness, the word `optional' is likewise replaced
with `&optional'.

Also, a spurious comma after the cross reference has been removed,
and the word ordering rearranged for simplicity.
