Agreed.

Disagreed.  I would agree to special case the "."="~" in the sense of
ignoring "." from desktop-path when "." is "~" (so that
user-emacs-directory takes precedence over ~), but special casing it
when setting desktop-dirname doesn't seem to bring us anything.
