Confirmed. The libXpm.dll packaged with the 1-31-12 and 2-4-12 releases of
Emacs 23.4 was corrupt (incorrectly copied while packaging).

I will repackage Emacs 23.4 with the correct libXpm.dll and reupload to
the site.
