This is of no consequence. In Emacs 24.1, you will see:

C-h v ruby-mode-hook:

ruby-mode-hook is void as a variable.

  This variable is potentially risky when used as a file local variable.

Documentation:
Hook run when entering Ruby mode.
No problems result if this variable is not bound.
`add-hook' automatically binds it.  (This is true for all hook variables.)
