It is normally installed in libexecdir.  For example, on my Debian box:

$ dpkg -S gpg-preset-passphrase
gnupg-agent: /usr/share/man/man1/gpg-preset-passphrase.1.gz
gnupg-agent: /usr/lib/gnupg2/gpg-preset-passphrase
