In my opinion, no.

I do think it ought to be documented somewhere (if it is not already)
that toggle-read-only is the wrong thing to use non-interactively.

We've previously said that it should be added to
byte-compile-interactive-only-functions,

but personally I never did that, because there have been for some time
many such warnings about delete-backward-char, and they don't seem to
have much effect.
