In other words, GNU does not maintain a Windows installer for IceCat and
has no plans to develop one.
I recommend Waterfox, Pale Moon, K-Meleon, or others if you are looking for similar projects with Windows installers available.
LibreWolf may be especially interesting since it also has a privacy focus with the added advantage of being security focused.
