I think I see the issue.  Elpa builds its own version of the Hyperbole
package that gets installed and this is not including the
kotl/kotl-autoloads.el file.
In the Hyperbole Makefile, the kotl/kotl-autoloads.el file is added/updated
only when a manual package build is done and is not listed with the full
list
of Hyperbole *.el files.  Maybe we need to change this but I don't know how
this worked for prior releases.  We'll have to look back at earlier
discussions
on this.
