My, perhaps naïve, idea would be to test whether an argument starting with -Wl, also matches $wl and, in case $wl does not equal "-Wl," pass the flag argument on to the linker unaltered. I'm using libtool 2.4.2 and nagfor 5.2.721. I can provide further information on the software environment if desired.
